DFS during WAN outage

During a recent WAN outage, a DFS replicated folder at one of our sites
became unavailable to users at that site. Other sites were still able to
access their DFS replicated folder, although it did seem to take a little
while to open the folder. Any idea why this one site couldn't access this
folder?

Were the clients ever using the replicated folder at their own site? Maybe they
were always using the WAN to access the central copy and nobody noticed until
the WAN dropped.
