DFSR 9 files issue

Hi,

I found a statement in MS DFS design document: "If the staging folder size
is below 100 percent of the configured quota, DFS Replication will typically
replicate nine files at a time."
Does anybody have any more technical reference on this 9 file issue?
What is the scope of these 9 files (5 outbound and 4 inbound)? Is this
limitation per replication folder? Or per replication group? Or maybe worst
case - per server?
From these few references I was able to find it is not completely clear.

reach or exceed the configured quota"
First paragraph, second dot.

I also found same info on the DFSR blog page...
But no more details.
