Dialup not working after SP2

My dial up dials, verifies password, and shows connection to the ISP
but received bits slows to a crawl. OE reports No Socket error, IE
just says "site not found" or whatever. I found DNS numbers set to
automatic so I put them back in manually. Sometimes my ISP will work
with DNS set to auto, but sometimes it doesn't. The received bits
slowed to a crawl is probably the clue, but I don't know what to do.
DU meter just shows an occasional incoming blip. TIA for any ideas.
