If the later is for 64-bit programs, I don't see why it matters which go
in which folders. In fact, I find it rather confusing because I have
programs in both and never seem to know which folder to look in.

the "x86" folder is created by the 64bit operating system. "x86" is
essentially the same thing as 32bit.

So why two folders? Seems redundant and confusing.

Hi,

The (x86) structure is for 32-bit programs, and the system knows that
programs accessed from this location must run in 32-bit emulation mode.
