Difficulty with BITS

While trying to access the Windows Update site, I am asked to make changes to
the "Services.msc":

6. In the list of services, double-click on Background Intelligent Transfer
Service (BITS) and then click Properties.
7. In the Startup type list, select Manual and click Apply.
8. Verify that the Service status is started, If the Service Status is
Stopped click on the Start Button

When I try to Start the Service, it comes up with an error message: "Windows
could not start the Background Intelligent Transfer Service on local
computer. For more information review the System Event log". Can anyone
help? Where do I find the System Event log?

go to start / run / and type "eventvwr.msc" without quotes, see if you
have any related error with bits,
