direct X 9.0c updates

Hi Everyone,
Today I downloaded the dxwebsetup.exe file. When I clicked on it , I get a
error message saying that the installation failed because it couldn't
download the needed files. I have direct x 9.0c (4.0.9.0000.0904) on my
macine according to dxdiag .
Is the dxwebsetup.exe for updating direct X9.0c ?
I'm starting to wonder if it has another use because it never works for me .
I have Windows firewall configured to allow dxwebsetup.exe to download .

Downlaod the redistributable and try again.
