What appears to be the 'Documents and Settings' is not a real folder, it is
a Junction or Symbolic Link and is only there for one purpose and that is to
redirect older applications, that are looking for this folder, to the new
location in Vista. The new location in Vista is C:\Users. There are many
other junction points in Vista.
Here are a couple of websites that explain exactly what these folders are
and list of the new locations in Vista.
