Directx 9.0 Failure to Install

"A cabinet file necessary for installation cannot be trusted"

This is the error message I get when attempting to install Directx 9.0 when
it starts "Installing Components". After I click okay on the error message it
says that the Installation has failed. What "cabinet file" is it talking
about? Is there a way to fix it?
