I'm afraid there is no specific user policy which allows Messenger to be blocked (there was
in the old Windows Messenger). More than likely something else started Messenger which
popped it up. Just open up Messenger on his profile, press the Alt key on keyboard, choose
the Tools menu, then Options, then General category and verify that the first 'Automatically
run Windows Live Messenger when I log on to Windows' isn't selected.
After that with the exception of being started from the start menu, if it starts it'll just
be in the notification area and not really cause any disturbance.
