Disable online staging in Driver Store?

Aim is not to manage driver store with pnputil.exe.
How do I disable vista staging drivers into driver store when a PnP-Device
ist attached and installed, that is not in driver store included (default)? I
just want (signed) drivers to be installed like in XP (win32). Device# needs
to be allowed for installation.

Any idea?
