disable safe mode with networking?

How can you disable safe mode with networking on a Windows Home? We
use Norton to have parental control on websites that can be accessed
at home, but it won't work if my kid load the OS in Safe Mode (with
networking). How can I disable that or only allow that as the admin of
the PC?

Thanks for the suggestion. It's not an option for me right now. Any
other solution than kill the system? I'm sure it can be done as my
company PC does not allow F8 to choose Safe mode. It's a Dell PC.

Get rid of Norton and use different parental control .

They guy is a lunatic and starves for attention. This is how how aks for attention.
