No. You can remove the "User Accounts" option from the control panel, but
this would prevent the user from editing their user account settings as
well.

No.
I would suggest moving the default pictures/movies/etc folder location to
another location outside of root's profile folder, and then doing the same
thing from your standard user account, essentially making these two accounts
share these folders. Make sure that the permissions end up giving both users
access.
