disable SUS restart notification

We have a need to disable the notifiction, and the
restart, if a restart is required after installing an
update. In other words, we still want the updates
installing, but no notification to the user, and only a
restart when they choose to.

We are having incidents of users either hitting the "yes"
to restart out of habit, or typing away and inadvertantly
restarting as they have not noticed the active window
changing to the SUS notification.

Any help appreciated
