Disallow user interaction on .bat backup script

When running a .bat backup script that creates a command line for the backup
software, I need that the user could not run any software using start menu
or taskbar. Something like taskkill explorer.exe is not a option, as
sometimes after reboot the quick lauch toolbar disappears.

How could I do that? Some rundll32 that temporarily hides/disallow taskbar?

Any help would be appreciated.
