Actually, the cause is pretty much understood. It has to do with the Windows
Live ID used in conjunction with Windows Live Mail; if any is used at all.

I am not sure of a utility which can help you, but based on the link I
provided, it would help tremendously if you could clean it up. I am not sure
that the quota provided the user in that link is fixed, or if it varies per
user. I've seen articles which state that Windows Live Hotmail has some kind
of variable which is applied to an algorithm to determine the amount of
email you can send in a given period of time. The same might apply to the
number of contacts you are allowed to have.

I, OTOH, have seen evidence of synching taking place. It probably doesn't
hurt that my Contacts List is well under 500.
