Disappearing Wallpaper

After I upgraded to IE7, I lost the ability to display my wallpaper. I
deleted IE7 and still cannot see my wallpaper. Can anyone help me? On the
display tab, my options are greyed out.

Restore Desktop Display Properties:- (WinXP)
Line 285 Right hand side - restore display tabs.
