Greetings Jamie,
The defragmenter (in XP anyway) is just a MMC snap-in. As a starting point, you might want
to at least verify that the c:\windows\system32\dfrg.msc hasn't been deleted. If it's gone,
you could do a repair XP install or copy it from another machine.
If it's still there or you would prefer a workaround, you can try starting MMC (Start, Run,
type mmc, click OK). Once the console window appears, click File, then Add/Remove Snap-In,
choose Add, Disk Defragmenter, then the Add button, OK button and finally you can click on it
in the console window.
