display- direct access and save settings

I have 2 questions on displays:
1. What and where is the file for display executable? I hate to take 2
steps (personalization to display settings) to access it. I would like
to create a shortcut and go directly there. I searched "display" in
Windows folder but there is no executables were found.

2. I use external monitors on my laptop at home and office. Both has
its own location. Vista seems to remember the orientation fine, but it
does not remember the refresh rate. It always goes back to 60Hertz. I
have to reset it each time from Monitor tab. Is there a way for it to
remember it? The graphic card is NVIDIA 9800M GT.

Thanks for the help.
