Display will not turn off.

My Toshiba Satellite P200D laptop uses Vista Home Premium.
Under Power Options and in my Custom Plan I have specified that the
display should turn off after 10 minutes of inactivity. I also
specified never to sleep.

The display does not turn off. Are there any other settings
which might account for this
