display tool bar premanently

Hi all!
I hit <alt> and the tool bar I need is there.
As I click anything, the bar disappears.
All my "show bar" options are checked and the "block bars" is unchecked.
This problem is with windows vista, not with IE7 like in Sabaka's case.

Open Windows Explorer> Organise>Layout>MenuBar

As you stated, the prob is not with IE7
It is with your docs in WE in plain old vista.
