I have a Toshiba laptop running Windows Vista and am not sure why this thing
is doing this but when I try to type anything it keeps backspacing whatever I
type and I cannot type anything also when I try to go to control panel it
goes haywire and the control panel window keeps flickering and going from on
view to another not sure if the two are related but I beleive so. Also not
sure if this is related or not but when I boot up this thing starts dinging
very loud I dont even know why it does that it didnt use to do that. Any help
would be appreciated!

Sounds like one or more of the keys on your keyboard is stuck down.

Duh, no that is not the problem. It is backspacing the letters and wiping
them off as if the backspace was stuck but it is not stuck and just to be
sure I checked all the keys none are stuck this is a relatively new laptop
and has not been used that much and there are no keys that are sticking.

I have did all the Microsoft updates, but those did not help and I tried
going to the toshiba site but it keeps erasing the address and it also keeps
going back to previous webpage along with backing up whatever I type so
anything I try to do either by typing or by going to a website is pretty much
out of the question.
