What is oe.exe? It is not an MS program, so find it on your harddrive
and use its Properties dialog to find out more about who created it.
Then find an Internet site which supports it. Alternatively use whatever
uninstall procedure it provides and see how your symptoms change.
Here's a reply about the error message you probably are seeing.
In your case you haven't gone into its details at all yet.

Please give a better description of your error message.
Are you getting an Error Message window as depicted here:
<title>KB276550 - Description and Availability of Internet Explorer Error Reporting Tool</title>
If so you may have gone too far into that message's details.
Use its <click here> link, but once there just capture the text
under the Error Signature. Drag the text with your mouse
and press Ctrl-c to copy it to the Clipboard.
If you are not getting that message perhaps you should try
enabling Error Reporting (e.g. do the reverse of the procedure
given in that article for disabling it--essentially just give that
IEWatsonEnabled DWORD a value of 1 or just delete it and
it default to that). Otherwise you may want to try reposting in a
newsgroup which specializes in your OS in case they are more
familiar with whatever it is that you are seeing.
