This can depend on many things.
Search suffix
Primary DNS suffix
How is the DNS infrastructure setup? Is it a parent - child delegation, or
do all machines use the same DNS server(s)? If they use the same servers,
what replication scope is ma.fin.local and fin.local?
Let's start off by providing us with an unedited ipconfig /all of the
following, PLEASE (this will help us understand your resolving
infrastructure and to reduce questions):
1. A DC in fin.local.
2. A sample workstation joined to fin.local.
3. A DC in ma.fin.local
4. A sample workstation in ma.fin.local.
