No, you need at least one DNS server per domain, better use 2 as a minimum.
I always prefer DNS installed on DCs (AD integrated zones), because the DNS
zones are updated between the DCs with AD replication and all servers are
able to write, if you use a member server with secondary zone it is read-only.
So in case the primary is down no machine can register in DNS.
