Your post is not very clear on what you are trying to achieve.
As far as configuring/installing DNS on any 2008 server to be a DNS server,
you have to add the role. The following should help you with this task.
How do I... Install and configure a DNS server in Windows Server ...Apr 15,
2008 ... Choose Add Roles and follow the wizard by selecting the DNS role
(Figure C). Click Install to install DNS in Windows Server 2008 (Figure D).

Does that mean there is a current DNS server on your network?
Is Active Directory in use on your network? If so, is the DNS server you
mentioned in that statement a domain controller?
Also, please clarify the following statement as well:

well."
Does that mean you want to promote this to a domain controller?
If so, do you want it to be a replica domain controller in a new Active
Directory domain, or promote it to a domain controller in a brand new domain
in a brand new forest?
If you are promoting a machine to be to a domain controller in a brand new
domain into a brand new forest, the dcpromo utility will install DNS for
you. If it is a replica domain controller you are trying to add, then it
MUST point to an existing domain controller that is also a DNS server,
otherwise, the promotion will fail, such as if it were pointing to an ISP's
DNS server in its IP properties.
Your clarifications and being concise with your intentions, will better help
