How do I add Standard User to Windows Server 2008?

In Windows Server 2008, when I try to add a new standard user account, I get
an error dialog:

User Accounts
(X) The user \\CORP.JCW.COM\Podkayne could not be granted Standard user
access because \\CORP.JCW.COM\Podkayne does not exist.

What am I doing wrong? What steps do I need to do in order to add a standard
user (which Windows recommends)?

I do not remember having any problems like this when I was using Windows
2000 Server.

Do you talk about domain user account creating within AD UC? Please describe
more detailed how you create the account.
