I want to click on a file, folder and MSN emails without having to right
click these things and select "Open." I have reviewed every system tool I can
find, and searched every "customize" for Explorer and MSN Mail. (Yes, I have
admin priviledges). Since I cannot do this function across the whole system,
I know it is a system setting. I've been back and forth in the control panel
options (of which I also have to "right click & then open" to see the
settings), I have turned of UAC to no avail. I've read through teh community
pages. The solution must be the one dumb button, I can't find. Help, someone.

I'm assuming you mean you want to open files with a single click of the
primary (normally left) button, rather than a double click or the right
click/menu option.

Control Panel | Folder Options | Click Item as Follows - there select the
Single Click option.

Why isn't double clicking working for you? Perhaps your mouse double click
speed setting is off?

Half way there - Thanks Val - Opening folders is fixed, like you said, it was
simply changing from a double click to a single clik w/in Folders. Not sure
why a double-click would require a menu open, but when I changed it to a
single click, life was restored to NORMAL. (BTW- touchpad was already set to
fast click)

However, w/in MSN Mail, I cannot click an email & have it open; I must still
right click and select open. I have also been through the settings there (3
times and find nothing to make it different)
