Hi,
Just a wild guess,
Did you see it on web sites or desktop applications?
If it's on web sites, you might be seeing something called Lightbox, which
will present a window to overlay on the current page, and upon user's input,
it will take you to a different page.
The purpose of the lightbox (other than, looks cool) is to reduce
distractions from other areas of the page so the user can focus on the
current input fields.
Search the net using keyword - lightbox for more information.
If it's not from a web site, I couldn't figure out what it is.
