How Do I Complain About A Violation Of Terms Of Use?

I have a conversation history with a person which contains a large number of
vulgar comments made by the person to me, and I wish to complain to the
Windows Live Messenger team properly about the behaviour/conduct of this
person.

How would I go about contacting the correct people so that disciplinary
action can be taken?

Greetings,

I can tell you right now that nothing will happen if they're just bugging you language-wise;
they'll just provide you with a set of instructions for how to block someone.

If it's sexually inappropriate, then it's a criminal matter and the
appropriate authorities should be notified (try www.pervertedjustice.com or
similar). If it's just bad language, that comes under freedom of speech.
