How do I find out if the windows update site is blocked

How do I find out if the windows update site is blocked( via a firewall?) the
windows update web site is mapped to a specific ip address in the HOSTS file
on my computer. or the proxy server settings are interfering with my
connection to the windows update site. how do I check these to find the
problem.
