I believe that as long as the disk spins a few times, the cleaning
process was done. Is your cleaning disk the type with small brushes?
It could be that your drive is defective. Before you try System Restore,
if possible, remove it and install it in another PC to see if the
problem follows the drive. Or try removing the drive from "device
manager" and let Windows find it again and reinstall the driver.
