How do I get rid of this Vista "feature"

I'm new to Vista and already I hate the added mouse taps required to release
focus of scroll bars, etc. When, for example, I'm in a window and scroll
either horizontally or vertially, I have to tap to get the scroll bar focus
and then tap again to release the focus. Coming from XP, I'm not used to
the extra tap required. I'm used to keeping the left click down and
scrolling and then releasing to lose focus on the scroll.
Can this annoying feature be removed fro Vista? I want this part to behave
as Windows in the past has.

I don't have to click... I just move the mouse into a pane, and use the
scroll wheel..
move the pointer to another pane, and scroll, as long as I stay in one
program window.

Using a Microsoft USB wheel optical mouse.
Under mouse options, I have the "snap to" checked... if this makes a
difference(?).

Thanks but I'm mostly using the touch pad on the laptop. The double click
"feature" to gain focus and then release focus is a pain because I'm used to
the more efficient method in XP and previous Windows versions.

There must be a way to disable this functionality in Vista.

the functionality of your mouse pad on your laptop is almost always
controlled by a third party app added by the laptop manufacturer. NOT VISTA.
scroll your programs or taskbar for the program running that controls the
pad and look through tithe options. Most are configurable.

I'd never seen this touchpad functionality before and incorrectly assumed it
was some quirk of Vista. I went through the touchpad configuration and
discovered the offending option. All is fine now in that regard. Thanks.
