Do I have to log on as administrator when deploy WSUS?

Hi,

There is a group policy on our network where as users are not be able to
access internet (webpages) and they are not allow to install software. Does
this means that if I am going to deploy WSUS on the client computers, I have
to log in the client computer as the administrator or disable the policy?

Please advice. Thanks a lots.
