Will the Multilingual User Interface packs ever be able for Windows
Vista Home Premium? They are currently only available for Windows
Vista Ultimate.

No, that would be very unlikely to ever occur. This was by design when they
created the product SKU's.

you can install MUI packs on home premium with this free tool

http://www.froggie.sk/

(Microsoft does not support this third party tool of course, but Microsoft
doesn't even support making a decent OS and they made vista instead ... lol)

Microsoft has not announced any plans to make the MUIs available to any
Vista editions other than Ultimate and Enterprise.

That's correct. Some people have reported success using this product,
