How do I manually install Microsoft Update ActiveX?

I used a registry cleaner and I deleted some files I was not supposed to
delete. As a result I lost all the icons on my desktop including the Start
Menu. The pc could start fine and I would put in my password and then a
blank desktop with only the wallpaper showing. Not knowing what to do next,
I ended up doing a 'Windows XP Reinstall'. I did not format the hard disk.
After the reformat I had to reinstall almost all software including
Microsoft Word 2003, because even though items showed on the Add/Remove menu
they did not work properly. I used an original Windows XP SP1a for the
reinstall. Everything is working fine now, in fact it's working much better.
I have had issues with the pc taking a long time to shutdown and if I had
booted in Safe Mode taking forever to restart. In most instances of
restarting from safe mode I would go to work in the morning and come back at
17H00 with the pc not having shutdown. This is a thing of the past now.

The problem is that I lost the Microsoft Update ActiveX after the
'reinstall' process. On my start menu I have Windows Update and Microsoft
Update. Windows Update and also Office Update work fine. Only Microsoft
Update is not working. When I select it from the start menu, it will go the
update site and then not load. I have been sent here from the
'www.aumha.net' forum. Many solutions have been suggested to no avail. I am
not sure if I should tabulate all that I have done, for fear of the message
getting to long.
