Do I need Microsoft .NET Framework 1.1 Service Pack 1 ?

As a home user running Win XP Pro SP2 is there a need for this "High
Priority Update" that is now listed when I go to the XP update site? Read
some of the Knowledge base things but it appears that this would be for
software developers..or is it for the regular home user also?
