How do I permanently disable Windows Updates

How do I permanently disable Windows Update on my laptops? I'm desktop
support administering 100 or so laptops on a Windows 2003 environment. How do
I permanently disable Windows Updates on mobile computers after they've
connected to hotel/motel networks on the road? We're using SP1 for now and
want to stick with that until SP2 is fully test on our network in about 2
months. I have a registry fix to turn Windows update off when the Windows
Update options are grayed out, but after a few restarts Windows Update is
reset to 'Automatic (recommended)' updates. I know that our network GPOs may
change things when the laptops docked, but the Windows Updates reset even
when the laptop is standalone. How do I permanently disable Windows Updates
on my laptops?

If it is enabled by itself even when disconnected from the network, you may
have a 3rd party program involved.

How are you turning off Windows Update?
One way:
Right click My Computer, click Properties
Click Automatic Updates
You can Turn Off Automatic Updates from there.

Or disable Automatic Update Service:
Start/Run
Type "Services.msc" ENTER
Double click "Automatic Updates" service.
For "Start-up Type" select "Disabled"

Note: If you disable Windows Update service, you will also be unable to get
updates manually from Windows Update.

Jupiter, if I select 'manual' instead of 'disabled', will that override the
GPOs when the laptops are docked to our network? Thanks!
