how do i restore important programs needed to run my computer?

i somehow managed to delete and empty 2 important programs
:"c:\windows\$NtUninstall kB898458$\ORUN32.EXE" ("learn32.dll.) and
(pctree32.dll.) how do i reinstall these w/o a disk?
