how do I revert back to IE7

I do not see IE8 in Cntl Panel > Programs and Features

How can I safely revert back to IE7 on Windows Vista Home Premium?

You simply didn't look deeply enough. IE8 will be listed under the
Windows Updates installed, not as a distinct applications. Control
Panel > Programs and Features > View Installed Updates.

As Bruce has pointed out the removal option will be in 'view installed
updates' section of programs and features. You access it from the list of
option in the left hand pane of the programs and features window.
Alternatively you could use system restore and restore your system back to a
time prior to you installing IE 8.0
