How do I send an email in HTML format?

I have created an announcement in HTML that I want to send. How do I send it
so that when the recipient opens the email, he sees the email without having
to open an attachment?

How was the announcement created, and where is it located?

By default WL Mail sends the emails in HTML format. You can check however by
going to Tools/Options and selecting the "Send" tab. About half way down you
should see "Mail Sending Format". Make sure that the HTML option button is
selected.

Save the html file to the Stationery folder.
In the new message, Format, Apply stationery, More stationery..., select
your html file.
