I have a new Vista Laptop (HP Pavilian dv9410us). I have all sounds
switched off under Control Panel -> Sound -> Sounds(tab) -> Sound Scheme
set to "No Sound", and I checked the list below to make sure there were
no sounds assigned.

I also have Volume in the system tray set to Mute.

But still, the computer sometimes Beeps when I make a selection in
certain programs, disturbing those around me.

How do I make this computer shut up and not make any sounds? How do I
switch off the Beep?

when referring to the beep, could it be the internal speaker on the
motherboard or are you talking about a beep coming from your main speakers?
'cause if it's muted you should not have anything coming from the main
speakers.

It's coming from the motherboard. There are no external speakers
attached. I think there are speakers built into the laptop, but this
sounds like the beep of a motherboard telling you how happy it is to be
alive.

I think I found a solution:

Disable the System Beep

1. Open device manager

2. Click View >Show hidden Devices.

3. Expand "Non Plug and Play Devices"

4. Double click "Beep"

5. On the Driver Tab set the "startup" type to "Disabled" or choose STOP

6. Reboot.
