So that you can download it, open it up, find the License Terms for the
language you prefer to read them in, and read them -- generally before you
download and/or install the package. Some people like to read the license
before they run the installer -- otherwise, the installer, like all MS
software, will present you with the EULA in your server's default language,
where you can then read and accept it.

I presume not. I've never downloaded it, and my WSUS Servers have all worked
perfectly.

Not the CAB file, which contains all of the language-specific documents, but
I'm certain the documentation makes mention of the fact that there is a EULA
that applies.
