Remember Peter, that just deleting a program folder and it's associated
files will likely NOT get all files installed. Installed files go to
multiple folders. Then there are the "possibly" thousands of registry
entries that will remain, pointing to files that no longer exist.
As pointed out by others, the best way is to reinstall the program. Then,
reboot and uninstall the program the correct way. There will still be some
registry entries left over but the majority should be gone.

You will need to take ownership of the file. In other words you will need to
run on a higher elevation.
Take ownership of the file or better still run as Administrator. Right click
on file\folder and select Administrator
