how do you delete a user account "not disable"

vista keeps showing me how to disable it AND the instructions says i cant
perform this transaction on VISTA!

Control Panel, User Accounts, Manage another account. Choose the
account and select "Delete the account".

You have to be an "Admin" User account to delete it.
