How do you get Vista's firewall to stay on

Hi Folks

I'm fixing a laptop with Vista home basic on it

It had Symantec internet security on it

I removed it, the prob now is Vista's firewall keeps turning off.

I rremoved the symantec/norton files with their removal tool.. That was fine
but the firewall still wont turn on.

I've even installed SP1, and the firewall still turns off.

I made sure the service was on auto, it was and still is.

Under actions, under its service. it was on restart on 1,2, and 3rd.

It still wont turn on.So, WHAT exactly do you have to do, to get the
firewall to stay on !

I've read that if Onecare is installed it will disable the firewall, only
thing is, it isnt installed.

Any info appreciated
