do you need .net framework

I am just a home user with windows xp home edition with office 2000. There
seems to be a lot of problems installing the latest update from Microsoft
for the .net framework. Do you need this program? Can someone explain in
easy terms what this program does?

It is required is you ever run programs that require you to have the .NET
runtime installed. Think of having to have the Microsoft or Sun Java VM or
the Visual Basic runtimes installed.

So what do you do if you cannot get the updates to be installed. I have
tried everything that the various newsgroups have told me to do and I still
can only install the dotneflex.exe but cannot get the next KB867460 to
install. It cannot find the file "tmp53.tmp" and stops the installation.
If I search for that file it cannot be found. I am at my wits end.
