Documents menu fails!!

I am a Vista newbie but I know more than my neighbour who has deleted
something and now the Documents icon on the Start Menu does nothing at all.

He thinks he deleted something called Documents from somewhere and when he
retrieved it from the trash it turned up on his desktop. It appears all his
document files have evaporated too but he isn't concerned about that. Now,
clicking on the Documents menu item does nothing. Looking at the properties
of that menu item shows a blank location and 0 bytes; nothing else.

What has he done or, more importantly, how do I restore the functionality of
the menu for him.
