when does display picture show?

when you have a display picture showing for a contact and the contact is not
on line why is the display picture showing?

Greetings,

The picture will show as soon as its downloaded when they're online and is saved in a cache
for when they're offline.

That said, after using Messenger for awhile, nearly all your contacts should have display
pictures, regardless if they're online at that particular moment or not.
