What does error number: 0x80070424 mean?

I'm trying to update my windoes to see if that is the reason why my internet
connections keep freezing and dwonloading slow. Everytime I go to the
Microsoft update page I get this error message the website has encountered a
problem. Help!!!!

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net.exe stop wuauserv
regsvr32.exe wuapi.dll
regsvr32.exe wups.dll
regsvr32.exe wuaueng.dll
regsvr32.exe wucltui.dll
regsvr32.exe MSXML3.dll
regsvr32.exe qmgr.dll
regsvr32.exe qmgrprxy.dll
net.exe start wuauserv

Restart.
