Vista will 'block' downloads. Rightclick the file, Properties, and 'unblock'
it with the checkbox.

Do a Google search before asking off-topic questions. Torrent files are not part
of Windows Vista.

Download a BitTorrent client, (http://azureus.sourceforge.net/ or
http://www.bittorrent.com/download among many others). It will open those
files and start the full download.
